PROPÓSITO
El Plan de Acción Comunitario ( CAP ) sirve como una hoja de ruta de dos (2) años que demuestra cómo las agencias de Subsidios en Bloque de Servicios Comunitarios (CSBG) planean brindar servicios de CSBG. El CAP identifica y evalúa las necesidades y los recursos relacionados con la pobreza en la comunidad y establece un plan detallado, metas y prioridades para brindar esos servicios a las personas y familias más afectadas por la pobreza. Los fondos de la CSBG pueden usarse para apoyar actividades que ayuden a familias e individuos de bajos ingresos, familias e individuos sin hogar, trabajadores agrícolas migrantes o estacionales y personas y familias de edad avanzada de bajos ingresos eliminando obstáculos y resolviendo problemas que bloquean el logro de la autosuficiencia. Los planes de acción comunitaria deben cumplir con los estándares de la organización y las leyes estatales y federales, como se describe a continuación:
CUMPLIMIENTO DE LOS ESTÁNDARES ORGANIZATIVOS DE CSBG
Como se describe en el Memorando de información (IM) # 138 de la Oficina de Servicios Comunitarios (OCS) de fecha 26 de enero de 2015, las agencias de CSBG cumplirán con la implementación de los Estándares Organizacionales . CSD ha identificado Estándares Organizacionales que brindan orientación para el desarrollo de la Evaluación integral de las necesidades de la comunidad.
GARANTÍAS ESTATALES
Como lo requiere la Ley CSBG, Ley Pública 105-285 , los estados deben presentar un plan estatal como condición para recibir fondos. La información proporcionada en el CAP por agencias está incluida en el Plan Estatal de California . Junto con los estándares organizativos, el estado informará sobre las medidas de responsabilidad del estado para garantizar la responsabilidad y mejorar el desempeño del programa.
GARANTÍAS Y CERTIFICACIONES FEDERALES
Ley Pública 105-285, art. 676 (b) establece las garantías federales que deben cumplir las agencias. Community Services Development (CSD), en su presentación del plan estatal, proporciona una descripción que describe cómo las agencias en California cumplirán con las garantías. Al completar y enviar el CAP, nuestras agencias certifican que cumplirá con todas las Garantías Federales y cualquier otra ley, regla y estatuto en el desempeño de las actividades financiadas a través de esta subvención.

7. Purpose
Duty of Care
This video investigates the fiduciary duty of care that CAA board members owe to the organization they serve. It identifies the source of the obligation for public and private CAAs and provides examples of how board members can fulfill that obligation. It also highlights the importance of written minutes and discusses how board committees can help the board meet its duty of care in an efficient, effective way.

The Roles & Responsibilities of theCAA Board Chair
This video examines the roles and responsibilities of a CAA board chair. It highlights the vital leadership the board chair provides to the board and emphasizes the importance of the chair/executive director relationship to a vibrant, healthy organization. Join us again in the studio as late-night talk show host Carlton Caplaw and renowned band leader Carmen Alto speak with City CAA Board Chair Lou Rocker about his experiences.
9. Process
Terms & Term Limits
Like pruning a plant to encourage growth and fruitfulness, a CAA board of directors can implement requirements to facilitate turnover and help keep itself fresh and energized. Establishing terms for board service and a limit on the number of terms a board member may serve are two such requirements. Join us as we turn again to the world of nature to discuss how board member terms and term limits have served a particular CAA’s board. Observe the board’s reasons for implementing terms and term limits, relevant sources of law and guidance, and how the transition works practically.
